quatre coins du globe. S’identifier en tant que citoyen européen en complément de sa
citoyenneté nationale n’est pas toujours évident. En l’absence d’informations claires, il est
compréhensible de se sentir perdu dans ce système qui semble complexe et éloigné. Les
langues (24 langues officielles pour l’Union européenne), les coutumes, les rites et les
religions y sont différents. Cependant, en tant que citoyens européens, nous avons aussi un
ensemble de valeurs, de droits et de pouvoirs en commun.
Cette note, à destination de toutes et tous, vise à encapaciter chacun d’entre nous, en
rappelant le rôle des différentes instances, ainsi que le pouvoir des citoyens au sein de
celles-ci. Ce dossier sur les bases de l’Union européenne s’appuie également sur une
interview de l’eurodéputé Alin Mituta [1] réalisée par Décider ensemble sur le futur de la
participation citoyenne dans l’Union.
À l’approche des élections européennes, Décider ensemble souhaite apporter des
éclairages afin d’accroître notre connaissance collective de la participation citoyenne à
l’échelle de l’Union européenne. Ces notes thématiques sur la participation citoyenne face
aux grands enjeux européens mettent en valeur les expériences et les modèles qui nous
semblent encore difficiles à appréhender

mise en place de groupes de personnes en insertion (et notamment des bénéficiaires du RSA). Cette étude
a été réalisée dans le cadre du projet piloté par le Conseil départemental du Calvados visant à développer
et à installer durablement la participation des personnes concernées sur son territoire.
Cette synthèse présente les éléments clés collectés auprès de professionnels de six territoires :
• Ain (01) : Groupes Ressources RSA organisés chaque mois par les centres sociaux
• Finistère (29) : « Team insertion » ayant travaillé spécifiquement sur la lutte contre les préjugés
• Haute-Garonne (31) : Equipes mixtes d’insertion et Focus group animés par le CD
• Hautes-Pyrénées (65) : Groupe ressource mensuel réunissant différents publics (RSA, AAH…)
• Hérault (34) : Comités participatifs mensuels sur les territoires et Focus group animés par le CD
• Meurthe et Moselle (54) : Equipes consultatives RSA et « conseil consultatif SPIE » mensuels
Cette synthèse met en avant les modalités de fonctionnement de ces actions de participation ainsi les
facteurs clés de succès qui leur ont permis de se développer.

Dialogues autour de l’implication citoyenne dérangeante est une initiative qui vise à mieux comprendre l’impact des mobilisations citoyennes perçues comme dérangeantes sur les acteurs du milieu municipal et sur les citoyennes et le citoyens impliqués dans ces mobilisations. Comment se vit cet engagement: quels en sont les défis, les enjeux et quels sont les besoins des personnes impliquées?
Cette démarche de recherche-intervention a été réalisé en ligne avec des gens du milieu municipal et avec des citoyennes et des citoyens impliqués dans différentes régions du Québec.

Pétrole, gaz… pendant longtemps, on ne s’est pas demandé d’où venait l’énergie que l’on utilisait. Ces derniers mois, années, différents événements (guerre en Ukraine, crise énergétique, nouveaux rapports du GIEC…) ont mis en lumière la nécessité de s’engager dans une
transition écologique et l’accélération de la production des énergies renouvelables, en visant la souveraineté énergétique.
Si plus personne ne peut nier l’urgence à laquelle nous faisons face, incitant chaque pays à développer des stratégies et des orientations globales, je suis convaincu que pour sortir des énergies fossiles, chaque territoire de France devra faire des choix adaptés à sa morphologie,
ses caractéristiques car il n’y aura pas de réponse unique pour faire face à ce défi.
Concernant DLVAgglo et ses communes, le choix s’est dirigé vers le photovoltaïque. Et lorsqu’on parle de photovoltaïque, il est nécessaire d’aborder le sujet à l’échelle de tout un territoire, autour d’un véritable projet d’aménagement concerté.
Mais cette nécessité de changement ne doit pas se faire au détriment d’autres enjeux tels que celui de la préservation de nos paysages et de notre biodiversité. Car ces derniers sont à la fois une chance, une vitrine et tout simplement une richesse commune que nous devons préserver, sans pour autant, en ce qui concerne les paysages, les enfermer dans une bulle, tel un musée figé dans le temps.
Cette carte postale traversée par tant de touristes tout au long de l’année, joue un rôle central : elle est à la fois facteur d’attractivité et donc un levier pour le développement territorial et économique, mais elle est aussi et surtout, un facteur d’appartenance pour chacun d’entre nous.
Dans ce cadre, DLVAgglo engage aujourd’hui une étude ambitieuse, au travers de sa candidature au Plan de Paysage et Transition Énergétique, démarche nationale dont elle est lauréate. Cette étude doit permettre de concilier la transition énergétique et la préservation de nos paysages et de leur biodiversité, et cela ensemble, car c’est à vous, concitoyens, qu’elle s’adresse.
Ici, nous souhaitons vous informer tout en vous donnant la parole sur vos paysages, sur la transition énergétique et plus particulièrement sur le photovoltaïque au sol, une composante de la transition qui participe particulièrement à la transformation des paysages.
Dans cette démarche, j’ai souhaité que la CNDP* nous accompagne dans la mise en œuvre de la concertation liée à l’étude paysagère. Cet accompagnement n’a pas de caractère obligatoire, mais il garantit aux citoyens les meilleurs outils pour votre droit d’expression.
Si DLVAgglo veut prendre toute sa place dans la transition écologique et énergétique, elle le fera avec ses habitants. À vous de vous exprimer, pour notre avenir, pour notre territoire, pour nos paysages. »
